State emergency-assistance programs require Veteran-status, residency, financial-need and income/asset review. IMPACT grants have a $5,000 annual and $7,000 lifetime limit; other hardship assistance has separate rules. These are limits, not guaranteed awards, and should not be added together as automatic benefits. Approved help is paid to vendors.
